PSAC-UTE's last contract with CRA expired on October 31, 2016 and our last wage increase occurred in November 2015 – well over four years ago. The agency has rejected our proposed annual increases for the 2016-2019 period but doesn’t want to make us a counteroffer. We deserve reasonable wage increases that, at minimum, keep up with the increasing cost of living. Read our full wage proposal, including detailed rationale, on page 179 of our PIC submission

Privatization of public services 

PSAC has long called on the government to stop the privatization of federal public services. We know that keeping services in the public sector creates better jobs, higher quality services for Canadians, and is often cheaper for taxpayers. Yet the Minister for Infrastructure has been directed to push for continued privatization through the Canada Infrastructure Bank, and a renewed search for private funds for public projects.  

The government is proposing wage increases of about 7% for the 2018-2021 period. This is below inflation, which is projected at about 8% for the same period. In order to meet inflation, the government wants us to forgo an additional 1% market adjustment meant to raise earnings for specific groups that are below industry averages, and instead use that 1% to increase the overall wage offer. It’s not fair for the Employer to ask all PSAC members to pay for market adjustments. It should be their responsibility.

To be clear, we won’t accept any offer that doesn’t keep up with the rising cost of living while also addressing group specific market adjustments.

PSAC and the government presented their respective bargaining positions at a PIC hearing on December 4-7.

PSAC will provide an update on the mediation session once it is complete.

Key findings

  • 74% (134,000) of respondents said that their pay has been affected by Phoenix
  • 59% (107,000) of respondents said they have experienced new pay or other compensation issues over the last 12 months
  • 51% of respondents said that Phoenix had affected their decision to seek or accept another position (e.g., deployment, promotion, secondment, assignment, acting assignment) within the federal public service
  • 74% of respondents said they have experienced stress because of pay or other compensation-related issues

On January 8th, Ukrainian International Airlines Flight PS752 crashed just outside of Tehran in Iran, tragically killing all onboard. 176 people lost their lives, including 63 Canadians, five of which were PSAC members here in Ontario.

Our deepest condolences to the families and friends of the victims and all those impacted by this terrible tragedy. Many of the victims attended and worked at Canadian universities, including PSAC members at Western University and the University of Ontario Institute of Technology (UOIT).
